Democracy International (DI) is seeking to hire  Field Operations and Administration Officer for the recently awarded four-year USAID/BiH Support to Electoral Integrity (SEI) Activity. The activity seeks to improve the administration of elections, strengthen the capacity of the Central Election Commission (CEC), municipal election commissions (MECs), and polling station committees (PSCs) to oversee and conduct elections and strengthen civil oversight of elections.   • Civil oversight of elections strengthened.  

This is a full-time position based in Sarajevo, Bosnia, and Herzegovina (BiH).  This position is open to BiH nationals. 

The Field Operations and Administration Officer will support the field team with office operations and administration, as well as the Finance and Operations Manager in all finance, operations, and administration for the project and ensure all financial transactions are properly documented and performed in full compliance with DI, USAID, and BiH local accounting regulations, US federal and relevant USAID and DI procurement regulations, and generally accepted accounting principles.

Essential Job Duties:
This position’s responsibilities will include:

  • Support office operations and administration ensuring all equipment and services are functional and compliant, and office policies and procedures are followed. 
  • Maintain local contacts and facilitate communication and orientation within the field office; Serve as the administrative contact and liaison with outsourced vendors. 
  • Administer the contracting process with all vendors to ensure the execution of contracts and timely payment of invoices. 
  • Serve as administrative contact and liaison with the organization’s human resource-related matters. 
  • Support the senior staff in the development of efficient operational systems for the management of technical and administrative processes. 
  • Support the management of all aspects of office infrastructure and operations including office space leases and maintenance, supplies and materials, and technology. 
  • Assist with project start-up and later close-out process based on guidance from USAID, the Chief of Party, and the Finance and Operations Manager. 
  • Other duties as assigned.  

Qualifications: 

  • Bachelor’s degree in finance, administration, or related area (accounting, management, or compliance) and at least 5 years of relevant experience; 
  • Experience in all basic IT and technical applications (desktop computers and laptops, cell phones, printers), communication and technical capacity support to all field staff and partners; 
  • Effective facilitation of remote and hybrid meetings and familiarity with Teams, Zoom, Google Meet, etc.  
  • Familiarity with USAID compliance and reporting requirements as well as a thorough understanding of the USAID regulatory environment preferred; 
  • Experience developing, mapping, and delivering operations systems for program management; 
  • Demonstrated financial, human resources, procurement, and administration competencies; 
  • Strong interpersonal skills to effectively coordinate with a wide range of staff and stakeholders; 
  • Professional fluency in English is required; 
  • This position is open to BiH citizens.
     

Reporting:

  • This position reports to the Finance and Operations Manager
