Job Vacancy – Technical Advisor (m/f)

GIZ is looking for a Technical Advisor (m/f/d)  full-time employment (100%) in Sarajevo from 01.11.2024.

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a worldwide provider for sustainable development which assists the German Government in achieving its objectives in the field of international cooperation.

GIZ is implementing a project Regional Capacity Development Network (RCDN+) for water and sanitation, as the second phase of a regional water sector programme in the six Western Balkan countries (WB6). The project is commissioned and jointly funded by the BMZ and SECO, with planned duration of five years (2023-2028). It empowers associations of public utilities and of local governments in the WB6 to intensify their cooperation and jointly, conduct policy dialogue, to strengthen their institutional capacities, and to offer high-quality capacity development (CD) services and advocate for the interests of their members. It contributes to creating a skilled workforce for the water sector and indirectly helps utilities and municipalities in the WB6 to improve their performance for the delivery of safe and sustainable drinking water and sanitation services to the population, in line with international standards
The programme has four main components: (i) strengthening of associations of public water utilities and local governments; (ii) development and delivery of relevant, high-quality training modules; (iii) support to advocacy and policy dialogue activities led by associations; (iv) provision of demand-driven regional services. The programme follows a “CD4CD” approach, whereby the delivery of water and sanitation services is improved by empowering national associations to provide high-quality trainings aligned with sector and labour market needs.
For the abovementioned project, GIZ is looking for Advisor for Capacity Development, with focus on wastewater.
Your tasks:
Overall responsibility for issues related to the Implementation of project activities in the WB6 related to improvement of municipal services and local governance, in close cooperation with partners and stakeholders, including:

  • Trainings curriculum development and implementation
  • Networks management, e.g. Community of Practice
  • Grant management
  • Strategy and concept development
  • Backstopping and advisory services to the partner organisations
  • Facilitating cooperation, regular contact and dialogue with partners
  • Moderation and facilitation of various events (meetings, trainings, workshops)
  • Results-based monitoring of the project activities
  • Innovation and knowledge management.

Your qualifications/competences:
General qualification:

  • University degree (e.g. engineering, environment, management, etc.).

Management competences:

  • At least 5 years of experience in project management with setting of variety of partners and tasks
  • Profound strategic and competence development skills (e.g. concept development towards CD)
  • Experience in Development Cooperation is considered as asset.

Methodological competence:

  • Sound moderation, training and coaching skills
  • Sound training curriculum development skills
  • Sound CD quality assurance skills
  • Sound networking skills
  • Backstopping skills
  • Participatory working attitude and knowledge of adult-oriented learning approaches.

Sector competences:

  • At least 5 years of experience in CD in Water Supply and Sanitation
  • Working experience related to Good Governance at the local level
  • Working experience related to development of Public Private Partnership is considered as asset.

Regional competence:

  • Working experience with national and regional networks in South-East European countries preferable in the WB6 is considered as asset.

Other competences:

  • Language requirements: Fluency in English (fluency in German is considered as asset).
  • Readiness for regular international business trips in WB6 countries
