General Minimum Requirements
The general minimum requirements for working with the OSCE are:
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
• Second-level university degree in international studies, public policy, political science or law or related fields
• Diplomatic experience or experience working in political affairs with international organisations or governments
• Experience in preparing analytical reports
• Excellent communication and drafting skills
• Knowledge of regional political history and developments
• Diplomatic and negotiating skills
• Some knowledge of the OSCE principles and commitments
Desirable:
• Knowledge of the local language or most common lingua franca
• Post-graduate education in international studies, public policy, political science or law

Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
- International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;
- Second-level university degree in international relations, political science, security studies, public policy, public administration or another related discipline. First-level university degree may be accepted with an additional two years of professional experience;
- A minimum of six (6) years of relevant professional-level experience, including at least three (3) in a managerial role in international organizations and/or a multinational setting;
- Experience conducting negotiations, advocacy and/or liaison with governmental, military and/or law enforcement authorities;
- Proven experience in programme and project management, including in planning, implementation, monitoring, evaluation, and reporting, and with a track record of ensuring sustainability, impact, and resource efficiency;
- Demonstrated understanding of the political and security situation in BiH, the General Framework Agreement on Peace in BiH, as well as governmental, military, and security structures and stakeholders;
- Proven ability to analyze, draft and review documents of politico-military- and security-related nature, including reports, letters, speeches, talking points, and briefing notes/packages;
- Knowledge of key documents and areas of engagement in the OSCE politico-military dimension (e.g., arms control, counter-terrorism, cybersecurity, border management; police development, parliamentary oversight, etc.);
- Demonstrated gender awareness and sensitivity, and a proven ability to integrate a gender perspective into programming and activities;
- Professional fluency in English with excellent communication (both oral and written) skills.
- Computer literate with practical experience using Microsoft applications.
Desirable:
- Previous work experience at the OSCE, including in the OSCE Project Cycle Management framework;
- Knowledge of Bosnian/Croatian/Serbian;
- Knowledge of diplomatic protocol.
Tasks and Responsibilities
The DSC Programme Co-ordinator is the: (1) focal point for programme and project reporting, (2) policy analyst for all activities carried out by the Department, and (3) primary instance for the review of programme, project, and policy documents. Should you be selected for the position, you will be responsible for co-ordination and finalization of project proposals, reports, and monitoring and evaluation products – ensuring the Department’s administrative adherence to the OSCE Project Cycle Management method. You will routinely deputise for the Head of Security Co-operation and participate and assist in the management of the Department. You will be also responsible for ensuring effective internal and external communication of the Department.
Under the direct supervision of the Head of Security Co-operation (S4) as the first-level supervisor and the Deputy Head of Mission as the second-level supervisor, the successful candidate will be tasked with the following duties:
1. Co-ordinating and supporting the development, cost-effective execution, and review of the Department’s programme strategy and projects, including advising on ways for programme growth and means to increase reach, sustainability, and impact;
2. Deputizing for the Head of Security Co-operation and taking part in strategy formulation inside the Department and within the Mission’s senior management, including on strategic and organizational improvements;
3. Reviewing, editing and finalizing the Department’s products/outputs, including programme and project documents, reports, letters, speeches, talking points, briefing packages and presentations to ensure effective communication/messaging, accuracy, respect of protocol, and appropriate style;
4. Ensuring efficient and timely information sharing, coordination and communication within the Department as well as with other Mission programmes/units to ensure and implement a comprehensive and cross-dimensional approach to Mission work;
5. Ensuring visibility, recognition and buy-in for the Department’s aims, activities and results by: (1) liaising and consulting with relevant BiH, regional, and international partners/counterparts and stakeholders, (2) supporting the formulation of effective messaging and strategic communication, as well as related capacity building of staff, (3) delivering presentations and briefings to internal and external audiences, and (4) representing the OSCE/Mission/Department at events and/or activities;
6. Conducting research and analysis and providing timely advice to the Head of Security Co-operation on policy matters within the Department’s purview, including by drafting background and working papers, briefs and reports as well as participating in discussions.
7. Supervising the Department’s Senior Programme Assistant.
