Short-Term Consultancy – Final Evaluation (end of project) Socio-Economic and Livelihoods Local Support in the Upper Drina Region of Eastern Bosnia and Herzegovina (SELLS)

The overall objective (impact) of this project is to improve the socio-economic situation and empower disadvantaged population groups in the Upper Drina Region (UDR) of Eastern Bosnia and Herzegovina. The intended impact of the project will manifest in more sustainable livelihoods, enabling the target groups to cover their household basic needs, and in changed social relationships, stemming from increased capabilities of disadvantaged groups to engage in community decision-making and improved collaboration mechanisms within the community. 

Complementary to existing employment schemes, SELLS aims to further shape the economic development dimension by promoting small businesses, self-employment, and employment in existing companies. In line with CACH’s overarching goal and mandate to “eradicate poverty worldwide,” the project focuses particularly on vulnerable groups such as people living in isolated areas, youth, elderly, low-qualified individuals, and women heading households. Through sustainable income sources, SELLS aims to enhance their economic development and social inclusion.

Your duties

  •  Assess the setup, activities, and outcomes of the project regarding their relevance, effectiveness, impact, efficiency, and sustainability
  • The purpose of the evaluation will be on accountability and enhancing learning
  • Evaluate achievements and, if applicable, highlight shortcomings of approaches and methods chosen
  • Pay attention to and assess the capacities and performance of the involved municipal authorities
  • Draft a methodology for the assessment of the outcomes, considering the baseline study conducted at the beginning of the project
  • Delineate the options and constraints for a potential consecutive phase, taking into consideration the overall situation, context, and specificities of Bosnia and Herzegovina, and observe similar projects undertaken by other donors, assessing their relation to SELLS, including analysis for potential synergies and cooperation 
  • Provide recommendations for a potential consecutive project phase, preferably by identifying potentials and opportunities, especially regarding: 

   thematic focus

   approaches/methodologies

   major activities

   organizational project setup

   timeframe

  • Ensure that the assessment and resulting recommendations align with the strategic framework of CACH as well as potential donor contributions.

Our requirements

  • At least a master’s degree in public policy, International Development, Development Economics/Planning, Economics, Public Administration, Management, or any other related field
  • Extensive expertise, knowledge, and experience in the evaluation of development programs
  • At least 10 years of experience working with international organizations and donors 
  • Proven experience and expertise in the evaluation and monitoring of multi-stakeholder projects and project formulation
  • Relevant experience in developing and transition countries
  • Familiarity with the context of Bosnia and Herzegovina or the Balkans is a precondition
  • Excellent oral and written English; knowledge of the local language is an asset

Submission Details

The proposal should encompass the following components: 

  • Technical Proposal: This should include comprehensive details of the services being offered, outlining the methodology, approach, and activities involved
  • Financial Proposal: This section should provide information on daily pricing, inclusive of international travel, accommodation, translation services, and any other necessities required for conducting the analysis. Additionally, it should specify the bank details and account information for payment. Please indicate whether the application is being submitted by an individual or a company. The financial offer should be submitted in BAM (Bosnian Convertible Mark)
  • Curriculum Vitae (CV): Please provide the CVs of the individual or team members who will be conducting the evaluation
  • Work Samples: Include samples of previous evaluations and analyses related to similar topics for reference
  • Declaration of Compliance with Exclusion Criteria: Applicants are required to submit this declaration, duly filled and signed, in either English or Bosnian.

The proposal should remain valid for the duration of the evaluation, anticipated to take place in July 2024. The final version of the evaluation document must be submitted by July 31, 2024. Candidates participating in the selection process will receive notification by June 14, 2024.

Your place of work will be Bosnia and Herzegovina.

Starting date: During month of July 2024 (envisaged) or as agreed upon.
